But in our country, there is no relevant legal code to lure forensics.

China and Japan as the world’s second and third biggest economies, their close relationship and economic drive with America's economy has been people’s focus. Therefore, recovering the economy through close cooperation with them are the top issue for America and other Asian countries.  Non-Proliferation is America baffling problem which is concentrated on Asia, long-term stagnation of Iran and North Korea nuclear issue made America believe that the only choice to solve the problem is still closely cooperating with Asian countries. As to current world problem of climate change, which is the focus of Obama’s concerned issues, China and the United States are the largest emitter of greenhouse gases, if they work with the highest energy utilization country, Japan, then the development of new energy and reduction of greenhouse gases in all the Asian area will be guaranteed.

Four couples relationship are the Sino-us, us-Japan, Korea-us, and ASEAN-us relationships. The United States has long been pursuing the "axis" mode of cooperating with East Asia, in the hope of getting rid of the dispute of the East countries, and playing its role as a distant power balance, it wants to create a relatively stable pattern as the American hoped through the adjustment the relationship with every country in Asia. To achieve these goals, the United States needs to deal respectively with China, Japan, South Korea and ASEAN, to promote the favorable-us pattern in East Asia or the whole Asia.

The so-called "China’s mode" refers to market economy dominated by the state’s public ownership, so the basic elements are: first, the function of power, the second is the role of the market. That is a kind of power market economy, rather than a thorough market economy. The State controls the mainstay of the economy and intervene other economic sectors. In the international market, the mode took advantage of the post cold war economic globalization to participate in international capital market competition, which is market’s demand for cheap goods and capital for profits, using cheap labor created by the price to develop the export-oriented economy whose main market in the developed countries, and consequently becomes a global "factory of the world".

That is, the economic prosperity is a kind of "free-riding", also is the result of scarifying the disadvantaged groups’. So, for the rest countries of the world, they are unable to learn this model and should not learn. They are unable to learn is because it is impossible for other countries both have to own such cheap labor force and such high intensity of labor, it is unable to succeed at the cost of fairness in exchange of efficiency because of the laborer’s may rights appeal, and it is imaginable to pursue the high GDP at any cost. They should not learn is because the development of China's economy mainly relies on developed countries, especially the American excessive consumption, if the developing countries are adopting "China’s mode’, and the advantage of low price will be killed, while in developed countries only rely on trade barriers to avoid being defeated by the developing countries without reducing the wages and welfare. After all, this mode uses an unequal economic means, which is why we constantly strengthen the state-owned enterprises based economy at home and more firmly maintain the free trade than any other old capitalist countries in the world. This model can in the short term rally the powerful economic force, it is really fruitful to cope with the financial crisis and serious natural disasters in low starting point. But in normal economic activities, particularly in the domestic economy, its drawbacks are obvious, for the leading force of the market is the power and it is inevitable of country advancing while people retreating, that’s the state-owned enterprise’s monopoly and plunder while the private enterprises are repressed, however, the state-owned corporation do not feed the vast profits back to the society which got most of the national investment.

The features of power economy is power lacking in restrictions, authority is more important than civil rights, therefore, it evitable leads to phenomenon of power rent, collusion between government and businessmen, rampant corruption, uneven distribution, wide gap between the rich and the poor, slim effect of public welfare policies, endless social injustice, prosperous nation while poor people. Yes, China's economy is still developing quickly, but it has lost the direction. As the insight people pointed out, as the western developed countries are in the weak supplementary economy growth stage and no longer are the main engine of global economic growth, China will never continue to catch the "free-rider" opportunity, in the standing of "factory of the world", China is also unable to act as the engine of global role, and the deep-rooted problems covered in the prosperity of the power market power will emerge consequently. Public’s trust in government is in decline and they are doubted about the ultimate purpose of reform.

Fundamentally, the success of the early period reform lies in liberating the productive forces and the liberated productive forces are the masses, that’s the masses’ enthusiasm, initiative and creativity to reform, and the multiple economic model made of economic prosperity. But now, the public feel more and more passive in the reform, and they are discontented and unsecured about the future in their inner heart. So, what on earth should we use strong power to continue to dominate the market, or form a complete market model to limit the power, which is an unavoidable question. The only option is to further deepen the reform, through the political system and economic system reform to establish the democracy law system and support the private economy, which can solve the obstacle of ultrasound entropy domestic demand and promote the purchasing power of the general public. If you stay awake, we may safely draw the conclusion that "China’s mode’ has finished its historical mission, now needs to further deepen the reform.

Russian President Dmitry Medvedev made a conspicuous speech. More important is that not only make the young people grasp historical knowledge, but also cultivate their civic consciousness so that they could mutually experience and feel the huge disaster in Russian history."

Medvedev also said: "we have to admit that the Russian younger generation knows very little on this past. A social investigation shows that 18 to 24 years old citizens, 90 percent of them do not know the famous people in the large-scale purge. Their names and causes is being forgotten.　

So far, this talk is rarely reported. There are many focus on foreign leaders like Dmitry Medvedev, such as recently the aides of Medvedev advised him “to ask how China has gone through to crisis", Newsweek suggested Obama before his visit to China that he should learn something from China, some media reported it at length. So, my understanding is that no attention is also a kind of attitude; probably they take a disapproval attitude. I thought of the previous the report of "the Russians often missing Stalin" frequently on the newspaper, (it is only a small part of the people after seeing the coverage), and it is not surprising.

Dmitry Medvedev was elected Russian President of the legitimacy, perfectly all right. We don’t agree with what so far has happened in Russia, but from our expression that Russian people chose the developing road which was suitable to its national realty. Does The Russians’ rethought of the historical figures and revaluations have much relationship with us?

Of course it does have. Initially Khrushchev revaluates Stalin which caused a stir in China, even affected directly-----there is no possibility to down with Khrushchev, which can be named “Chinese Khrushchev." For that period history, regardless of whether Stalin's period of Russia and the china at that time, our official history has their critical conclusions. However, today, we seem not serious about what Russia revaluates the history, though it has passed 60 years, in the 21st century and there is a great change, some things, ideas were still staying at that time.

Actually, it is difficult to decide whether it is right for Dmitry medvedev’s saying. If not, we can make it out clearly without avoiding the title with some party’s survey results. Dare to face history and disclose the weakness, dare to admit the hidden defects, and in a low profile, willing to learn from others, these are virtues. Medvedev nearly did all above. Conversely, some people are veiled, innuendo, boastful, and unwillingly to admit the mistakes even do care that others could while he does not... The pay system of the central enterprises has to be reformed at last! But according to the State Assets Administration Committee, the reason for reforming should be the outbreak of the international financial crisis which has generated news that central enterprises’ profit decreased and topics that provoked the public like the annual incomes of the senior executives, high dividends possessed by monopolistic business, etc. In this context, does it mean that as long as the crisis is over, fat salary in central enterprises is justified? In recent years, public opinions on the fat salary in monopolies can not be described too strongly as condemnation in both speech and writing.

It seems reasonable to deem “the budget management of the gross payroll” as a daring reform, before which is carried out, “link pay to performance” (link the gross payroll to economic benefit) has been considered as “a trump of system” that has been put into practice by SAAC among the sub-central enterprises for 24 years. The transformation from “link pay to performance” to “the budget management of the gross payroll” has conformed to the economic and social development. The supreme significance of the latter is to overcome the traditional pay allocation model of the central enterprises and to explore and set up a new mechanism that will comply with the market economy and the modern corporate system.

It is a pity that the “courageous reform” was seemingly incomplete. The “budget management of the gross payroll” was said to have adopted a combination method of “from bottom to top” and “from top to bottom”. The procedure of it goes as follows: on grounds of the business circumstance and profit of last year, the central enterprise will report its pay budget plan of the year to the SAAC for verification. It turned out that the decision of the payroll budget management still lied with the central enterprises and the SAAC, which has given much potential to the allocation model.

The present situation is that not only do the staff in central enterprises enjoy higher salary compared with those in private enterprises, but also the central enterprises try and measure up to their private counterpart in paying their senior executives. Such a sort of salary allocation model is by no means rational. Practically, in view of the distinctive state-owned business, there is a wide gap between senior executives of foreign state-owned business and the ones of the private business especially the listed companies. For instance, senior executives of the American state-owned business usually gain 100,000 to 300,000 USD annually. But according to U.S research institute report, the average salary of the CEO in S&P 500 is 15,060,000 USD each year, which is dozens of times higher than the above-mentioned senior executive. Moreover, the pay gap inside the enterprise is much smaller as the senior executives of the American state-owned business are paid 4 to 10 times higher the salary than the ordinary employees. If the central enterprises were “doubly controlled” on the pretext of “the imbalanced pay in business”, they would just continue to remain high salary.

Evidently, it is far from enough to standardize the pay system of central enterprises only through SAAC’s “courageous reform”. As far as I am concerned, it is necessary to make a comparison with the pay owned by civil servants and to plough into central enterprise’s pay system forceful restriction by means of laws and regulations via the State Council and National People’s Congress. Only in this way will the central enterprise’s reform on pay system break the existing interest structure and agree with the economic and social growth.

However, when we take a look at the overall social responsibility of Chinese enterprises in the above angle, situation may let us embarrassing. According to the Blue Paper of the Social Responsibility for Chinese Enterprises 2009 issued yesterday, the overall standard of the social responsibility stays at a low level while those state-owned corporations gives a relatively better performance. This reflects those state-owned enterprises, which have long been suffering the public denounces and meanwhile are monopoly like organizations, are much better than those private enterprises which experience a lot of market competitions in responsibility performing.

Monopoly is by no means good. As a matter of fact, many monopolistic enterprises captivate public interests and profits while they are operating their systems. If the systems are not righteous, however, surely it would be odd and eccentric to consider state-owned corporations as high social responsibility.

The direct opinion from the public may not expect a good comment when it goes to the professional views of the administrators. We need to know a fact that the positive comment mentioned above is made by the Department of Economy of Academy of Social Sciences in China, which certainly seems both professional and authoritative. Despite the decreasing prestige towards the so-called specialists and authorities among the public, one could easily possess the greatly exclusive right of speech as soon as he or she appears as a specialist or authority. What is even worse, the standards and procedures set by the government will also put great pressure on you. Although you might not be so satisfied with the above conclusion, it would not be easy for you to outshine it in a calm and rational way. The reason for this is quite simple to explain: the expression social responsibilities of enterprises are big words which bear complicated implications. In fact, the complex content such as development index, responsibility and management, market performance, society performance and responsibility for environment, which were set in the Blue Paper of the Social Responsibility for Chinese Enterprises 2009, would absolutely perplex us, and it is both boring and useless for us to discuss the rationality of the judging standard. When I make some analysis upon problems, I tend to believe in my own experience and real feeling, instead of trusting the magnificent speeches of those professionals or authorities.  As an ordinary citizen, I cannot persuade myself to accept the comment that the social responsibility of state-owned enterprises is satisfying, or I even doubt this is actually a solution to the questioning of the pubic which ahs been there for a long time, or a positive reaction towards the advice and guidance on state-owned enterprises made by the Committee of Capital in China.

In my personal point of view, the comment towards the state-owned enterprises would not have been so good if the evaluation had been done by a non-state-owned organization. I’d like to give you an ironic example here. According to the “Ranking List of the Social Responsibility of Enterprises 2006” made by Fortune, the American magazine, the grades of Petro China Co. and State Grid got three and zero respectively, which made the latter very unpleasant and both parties struck a discussion. But in light of the ranking list made by Academy of Social Sciences of China, State Grid ranks the second. Well, from the last to the second, why there is this great difference between the two ranking-list-makers? What the hell made such great change? We cannot deny that the state-owned enterprises are really rich, but this does not accordingly suggest that these enterprises are also doing a good job while performing their social responsibility. Let’s take the bonus of the state-owned enterprises which came not easily at all, where is the bonus at now? No more positive comment should be made on the performance of those enterprises, and the more gorgeous compliment there is, the less reliability there will be. If they are willing to perform wonderfully their social responsibility, they’d better give up monopolistic position and take on as both fair and righteous from the system aspect.

No matter whether those facts are true or not, the conduct of the Commercial Capital and Investment Committee submits memorial is good for correcting the situation that the public authorities hide the people from truth. Instead of swallowing this insult, or finding nowhere to accuse, this conduct of submitting gives an evidence for the broadening of the space of social democracy, and in the mean time reflects that government should execute a timely examine over the validity and legitimacy of their own behaviors, or otherwise should receive the striking back of the challenges. The questioning from the public that how the coal bosses disappeared is not only an emerging question and it also contains questioning over the validity of the government conducts. In my personal point of view, government ought to accustom to the growing of the challenges, strike for the balance of interests, and search some fairly and legitimate evidences for their own policies, instead of regarding the challenges as great scourges.

According to the Public Choice Theory, institutional environment refers to the complex network environment which combines market and politics, both of which overlap and conflict with each other. One important leading factor of the complex environment goes to the interest relations brought by in the course of policy making which include conflicts and friction. As China is just in the period for transition, there are many inevitable conflicts and contradictions among social goal, enterprises’ goal and government goal. In fact, the course of policy making is also the course of playing games for government and enterprises, and the course for equalizing the game-playing. Therefore it can be said that the prevailing situation “whenever there is a measure, there is a countermeasure” implies that the course of policy making is filled with conflicts and contradictions. On that condition, whether a policy could be used for solving problems or achieve the preset goal, is dependent on the anastomosing of the game-play and the goal of the policy. The conduct of submitting a memorial mentioned above has shown this point quite clearly. Market competition is just like playing a game, as what Adams Smith once put it: game-play is a state brought by the interactions of the different motives of the participants. It can be found out that the disorder of market does not take place occasionally, but it is dependent on some condition such as when there is the undergoing of game-playing, if we make a historical research of the market economy. The booming of market economy gives birth to a large number of interest groups, which put great challenges before government, and meanwhile makes the balance of interests impossible. Since game-play is actually a common phenomenon in the environment of market economy, government should get used to playing this game with those groups in order to keep the legitimacy of their policies and the possibility of maintaining the public’s interests. However, if government does not give a single look at the force of game-playing, and behaves at the own will, it may result in social denouncement or even rebounding of the bad phenomena, not to mention to reach the goal. The protest for the “country gets stronger while citizens become reduced” is the best evidence for this. As to the dispute of being nationalized, government as well as their subordinating departments should adjust to the increasingly growing of the force of game-playing and stay within the boundary of power, which however in my opinion shall be one of the most urgent social issues currently.
